We're Moving!

DSS Administrative Board Dissolved |

Members of the Buchanan County Board of Supervisors voted Monday to dissolve the Buchanan County Department of Social Services Board and revert back to using the current members of that board as an advisory board.
It was the second time in five months the board’s direction was changed.
In December 2005, it went from being an advisory board to an administrative board. This week, it went back to its advisory board status.
County Administrator W.J. Caudill was named as the administrative board to oversee the department’s activities and as the person to whom the department director reports.
The action followed a lengthy closed door session during which the DSS board was identified as a topic for discussion.
Knox Supervisor Pat Justus made the motion to dissolve the board and Garden Supervisor Buddy Fuller seconded the motion. The vote was 4-3 with Justus, Fuller, Prater Supervisor Eddie Lindsay and South Grundy Chairman Roger Rife voting "yes" and Rocklick Supervisor David Ratliff, Hurricane Supervisor William P. Harris and North Grundy Supervisor Carroll Branham voting "no."
The reason for the action to change the board from administrative to advisory was not detailed in the resolution making the change. In fact, the resolution noted "the Administrative Board has served Buchanan County well; however, this board after due consideration believes that it is in the best interest of Buchanan County that the County Administrator serve as the local Administrative Board, at the discretion of this Board, and have an Advisory Board to consult with in respect to his duties and functions imposed upon him by law."
A second resolution was adopted which identified duties of the advisory board to make recommendations on policy matters. Advisory board members named and their terms of office, which County Attorney Mickey McGlothlin stated were "drawn out of a bag," were: Ruby Ratliff Hale, Hurricane, one year; Tolbert Prater, Knox, three years; Kyle McClanahan, North Grundy, three years; Cindy Rife, Prater, four years; Emogene Elswick, Rocklick, two years; Thomas J. Holland Jr., South Grundy, one year; Sandra Cole, Garden, four years; and Nathan Harper, Town of Grundy, two years.
The motion to name the advisory board was made by Justus and seconded by Fuller. It was approved unanimously. |

Changed Again
Some Board Members Visibly Upset

members
of
a
Buchanan

Department

Administrative
Board
were
visibly
upset
Monday
evening
as
they
learned
the
board
of
supervisors
took
action
earlier
in
the
day
to
dissolve
the
administrative
board
and
turn
it
back
into
an
advisory
board.
"That’s the stupidest bunch I’ve
ever
seen
in
my
life,"
said
Emogene
Elswick
as
she
was
told
the
news
that
the
board
of
supervisors
had
made
the
change
effective
at
3
p.m.
Monday.
"We ought to change them back
to
an
advisory
board,"
she
continued.
She went on to allege later that
the
action
was
all
about
"politics,"
but
did
not
elaborate
further.
Others, like Administrative Board
--
now
Advisory
Board
--
Chairman
Tom
Holland
said,
simply,
"I
was
expecting
it."
Following a lengthy closed door
session
during
Monday’s
meeting
of
the
Buchanan
County
Board
of
Supervisors
during
which
the
DSS
board
was
identified
as
a
topic
for
discussion,
the
supervisors
emerged
to
adopt
two
resolutions.
One
dissolved
the
administrative
board
effective
at
3
p.m.
Monday
--
two
hours
before
that
board
was
scheduled
to
meet.
The
other
established
those
same
board
members
as
an
advisory
body
and
set
staggered
terms
of
office
(see
related
story,
this
issue).
The reason for the change was
not
detailed
by
the
board
of
supervisors
in
the
resolutions
passed,
however,
it
did
follow
on
the
heels
of
rumors
that
Holland’s
wife,
Judy
Holland,
intended
to
apply
for
the
director’s
position
coming
open
upon
the
retirement
of
current
director
Harold
McClanahan.
In fact, Tom Holland confirmed
Monday
night
that
his
wife
had
applied
for
the
post.
He
said
he
hand-delivered
her
application
for
the
post
to
McClanahan
on
Monday
morning.
Holland also made public a letter opinion
from
Commonwealth
Attorney
Sheila
Tolliver
ruling
that
Holland
would
have
an
"impermissible
conflict
of
interest"
in
the
event
his
wife
was
hired
and
that
prior
to
her
actually
signing
any
employment
contract,
he
would
need
to
resign
from
the
board."
