the
intersection
of
routes
460
and

Construction
on
the
long-awaited
Coalfields
Expressway
could
begin
as
soon
as
this
year
thanks
to
a
special
transportation
provision
allowing
innovative
contracting
methods,
Congressman
Rick
Boucher
announced
Friday.
The
Federal
Highway
Administration
had
initially
granted
the
Special
Experimental
project
status
to
the
Expressway
in
May
of
2001.
The
designation
allowed
VDOT
to
use
a
design-build
contracting
method
for
the
road,
rather
than
the
traditional
competitive
bidding
process.
"By
late
2004,"
Boucher
said
Friday,
"it
had
become
clear
that
under
the
partnership
then
in
place,
the
project
was
moving
forward
neither
in
a
timely
nor
in
a
cost-effective
manner."
With
the
provision
back
in
place,
Boucher
said
construction
will
begin
in
the
"very
near
term."
Grundy
Town
Manager
James
Keen
said
lobbying
the
Virginia
General
Assembly
for
support
for
the
project
will
be
key.

County
Anniversary
Festivities
Planned
Along
With
Fair

Buchanan
County
has
tentative
plans
to
celebrate
its
150th
anniversary
in
conjunction
with
this
year's
fair.
The
festivities
are
tentatively
set
for
July
12
from
10
a.m.
to
4
p.m.
at
the
William
P.
Harris
Recreational
Park
in
Council,
according
to
Buchanan
County
Chamber
Director
Mary
Belcher.
The
county
fair
will
take
place
July
9-12.
Birthday
cakes,
re-enactments
and
other
events
are
on
the
agenda
for
the
celebration,
with
additional
activities
expected
to
be
announced
soon.
"There
will
be
more
to
come
later,"
Belcher
said.
The
celebration
is
being
planned
by
the
Chamber
and
the
Buchanan
County
Fair
Association,
along
with
assistance
from
the
county
Historical
Society.
"Plans
are
in
the
making,"
Belcher
added.
"We
will
announce
more
events
later
on.
Mark
your
calendars."
Tentative
entertainment
has
also
been
discussed
for
this
summer's
fair,
though
no
contracts
have
officially
been
signed.
Performers
currently
in
the
works
include
bluegrass
musician
Ralph
Stanley
and
country
music
artists
the
Kentucky
Headhunters
and
Jason
Michael
Carroll.
